Loans for Illinois Flood Victims: Alexi Giannoulias - Illinois State Treasurer → treasurer.il.gov

Under the Opportunity Illinois: Disaster Recovery Loan Program, the Treasurer’s Office provides low-interest loans to storm victims whose property has sustained weather-related damage.

The loans are available to residents and business owners living in declared disaster areas in Illinois who are waiting for insurance settlements or other aid programs to take effect. Residents and business owners who do not have adequate insurance coverage can also apply.

To receive the low-interest rate, residents and business owners must secure the loan at a bank or financial institution that participates in the state’s Disaster Recovery linked deposit program. The loan can be up to the costs of repairs and expenses.  The Opportunity Illinois loan application must be filed by the bank on the resident’s behalf within 90 days of a state, federal or local official’s natural disaster declaration.

Contact the Treasurer’s Disaster Recovery hotline at (866) 523-0641 to confirm you qualify for the program and to receive a list of participating financial institutions.

Library resources help people cope with a rough economy

There was a recent article in the Chicago Tribune that discussed the growing popularity of public libraries during bad economic times.

The Riverside Public Library provides access to newspapers and magazines (print and online), DVDs, books, music and the Internet.

One of the Library’s new reference books is a two volume set called Everyday Finance. This resource provides a wealth of information about economics, personal finance and starting a business.

Free gas? Scam Alert!

Many patrons have come in with a variety of “free” gasoline offers.  They all have one thing in common, after we visit websites and read the terms, none of them turn out to be free.  In fact, they usually turn out to be pretty suspicious.

If you receive any type of “free” gas offer, please read the terms carefully.

  • Do they ask you to try or purchase any other products to get your “free” gas offer?  How much of your time or money is required to get access to a coupon?
  • Is there any shipping or handling fee involved to receive your coupon or voucher?  If the offer is free why do they need you to cover shipping? 
  • Is there any other type of charge that you have to pay out before you can receive your “free” gas?  For example, one of the offers we have seen asks for a small, “refundable” deposit of $5.00.  While this may not seem like much, by sending in this fee you are giving out your banking information—all anyone needs to know to begin to charge you more hidden fees.  Again, if the gas is “free,” why do you need to send any money? 
  • There are many strings attached; you will not just get a gift certificate.  For example, if you get a $100 coupon for “free” gas, you will not get a $100 gas card that you can use wherever and whenever you like.
    • You may need to make a minimum purchase each month and send in receipts in order to get only a part of your “free” offer.  You will probably need to buy $100 of gas each month, turn in receipts and wait to receive a $25 gas card.
    • You may have to purcase a certain amount and type of gas from a particular gas station each month to qualify for your “free” offer.
    • If you don’t buy the right type of gas for the right amount of money, you may lose credit for your “free” offer and get nothing at all.
    • You may only be able to use your gas card at certain stations.
    • You may only be able to use your gas card to purchase a certain type of gas. 

Sounds complicated, confusing, and suspicious.

“Free” gas offers are not free!  Protect yourself by reading the fine print of these special offers and never give out your financial information to a company you have never heard of and can’t completely trust.

If an offer doesn’t make sense, stay away!
